为进一步强化来华留学生校外住宿的动态管理，准确掌握校外留学生的生活轨迹与居住环境，消除潜在的安全隐患，根据《三峡大学来华留学生公寓外住宿管理规定》，学院将在2026年春季学期初开展校外住宿专项安全核查与资格复审工作。现将具体安排通知如下：
To further strengthen the dynamic management of off-campus accommodation for international students, accurately grasp their living trajectories and residential environments, and eliminate potential safety hazards, in accordance with the Regulations of China Three Gorges University on the Management of Living Outside University Dormitory of International Students, the college will carry out a special safety verification and qualification review for off-campus accommodation at the beginning of the spring semester of 2026. The specific arrangements are notified as follows:
一、现场核查时间
I. On-site Verification Time
时间段：2026年3月5日至3月15日。
Period: From March 5 to March 15, 2026.
核查方式：辅导员将联合相关社区民警，采取“提前预约+突击抽查”相结合的方式，逐一前往校外留学生租住房屋进行实地安全评估。
Verification Method: Counselors, together with relevant community police officers, will use a combination of "advance appointment + surprise spot checks" to visit the rented houses of off-campus international students one by one for on-site safety assessments.
二、资格复审与材料查验
II. Qualification Review and Document Verification
所有校外住宿学生在接受辅导员实地走访时，必须出示以下原件供现场查验与拍照存档：
All students living off-campus must present the following original documents for on-site verification and photographic archiving during the counselors' field visits:
身份与签证证明：学生本人的有效护照原件及居留许可页面；
Identity and Visa Proof: The student's valid original passport and the residence permit page;
合法居住证明：由房屋所在地派出所近期开具且在有效期内的《境外人员临时住宿登记证明单》（Registration Form of Temporary Residence）；
Legal Residence Proof: A valid Registration Form of Temporary Residence for Overseas Personnel recently issued by the police station where the house is located;
租赁合同：由房东与学生本人签署的、在有效期内的《房屋租赁合同》原件。
Lease Contract: The original House-leasing Contract within the validity period signed by the landlord and the student.
三、居住环境安全红线
III. Red Lines for Living Environment Safety
检查组将重点评估租住房屋的安防与消防条件。如发现以下任何一种情形，学院将责令限期整改；整改不合格者，将强制取消其校外住宿资格并要求搬回校内：
The inspection team will focus on assessing the security and fire protection conditions of the rented housing. If any of the following situations are found, the college will order rectification within a time limit; those who fail to rectify will have their off-campus accommodation qualifications forcibly canceled and be required to move back to the campus:
违规使用直排式燃气热水器，或存在严重的煤气泄漏隐患；
Illegal use of direct-exhaust gas water heaters, or serious hidden dangers of gas leaks;
室内电线严重老化、私接乱拉，或无基本消防器材（如灭火器）；
Severe aging of indoor electric wires, private connections, or lack of basic fire-fighting equipment (such as fire extinguishers);
擅自容留其他外籍人士、未经登记的其他留学生在出租屋内存宿；
Unauthorized accommodation of other foreigners or unregistered international students to stay overnight in the rented house;
经常制造噪音、深夜开派对，收到所在社区居民或物业多次投诉且查证属实。
Frequently making noise, holding parties late at night, and receiving multiple complaints from community residents or property management verified to be true.
四、特别警告
IV. Special Warning
凡在校外租房但未向学院报备、中途私自变更居住地未重新办理登记手续，或提供虚假租房合同者，一经查实，将直接给予严重警告及以上违纪处分，并上报出入境管理部门依法注销其居留许可。
Anyone who rents an off-campus house but fails to report to the college, privately changes the place of residence halfway without re-registering, or provides a fake rental contract, once verified, will be directly given a severe warning or higher disciplinary action, and reported to the exit-entry administration department to cancel their residence permit according to law.
